Two companion final rules to support the HITECH Act (Health Information Technology
for Economic and Clinical Health) program for accelerating electronic health record
(EHR) adoption were released on July 13, 2010. This launched Stage 1 of “meaningful
use” as it identifies the first rule—certification criteria EHR software vendors must
have in their products—and outlines the second rule—reporting requirements for those
“eligible providers” (EPs) and hospitals seeking incentive payments for meaningful
use of EHRs. Stage 1 of meaningful use covers years 2011-2012 of the program. Both
of these final rules collectively outline Stage 1 of meaningful use within the HITECH
Act.
